Season chicken thighs with paprika, chili powder, cayenne, garlic powder, and black pepper. Rest for 15 minutes.

Heat oil in skillet over medium-high heat. Sear chicken 4-5 minutes per side until golden. Remove and rest before slicing.

In same skillet, sauté garlic, add broth and soy sauce to deglaze. Stir in cream and simmer 5 minutes until thickened.

Cook ramen noodles, divide into bowls. Top with sauce, sliced chicken, and garnish with green onions.
