In a skillet over medium-high heat, sauté the ground beef, onion, and bell pepper until the vegetables are soft and the beef is browned. Drain any excess grease.

Stir in Worcestershire sauce, cream cheese, salt, and pepper to taste. Continue cooking until the cream cheese has melted and everything is well combined.

On a parchment-lined large baking sheet, place 8 even circles of shredded Monterey Jack cheese. Bake in the preheated oven for 8-10 minutes, until the edges begin to brown and the cheese takes on a lace-like appearance.

Let the cheese cool for a minute or two. While the cheese is still pliable, place a layer of the beef and veggie mixture on each cheese circle. Carefully roll the cheese around the filling and allow the roll-ups to cool and harden before serving.
