Start by combining your flour, yeast, sugar, and salt in a large mixing bowl. In another bowl, mix your warm milk, sweetened condensed milk, soft butter, egg, and warm water until well combined.

Slowly pour your wet mixture into the dry ingredients, stirring with a spoon or using your hands. Keep mixing until you get a sticky dough that starts coming together.

Turn your dough onto a floured surface and knead it for about 8-10 minutes until it becomes smooth and stretchy. If you've got a stand mixer, you can use the dough hook for 5-6 minutes instead.

Shape your dough into a nice ball and pop it in a greased bowl. Cover it with a damp kitchen towel and let it rest in a warm spot for about 1-1.5 hours, until it doubles in size.

Gently punch down the dough and divide it into 8-10 equal pieces. Roll each piece into a ball and arrange them in a greased 9-inch pan, letting them touch slightly.

Cover your rolls again and let them puff up for another 30-40 minutes while you preheat your oven to 350°F.

Brush the tops with egg wash and bake for 20-25 minutes until golden brown. You'll know they're done when they sound hollow when tapped.
